&lt;p&gt;In the proverbial battle of the sexes, women are better drivers than men. Or so says a new study by an online auto insurance group that hopes to dispel the long-standing notion that women are bad drivers.&lt;/p&gt;
&lt;p&gt;Some 80 percent of all fatal and serious car crashes are caused by male drivers, the study says. It says women are 27 percent less likely than men to cause auto accidents. In 2007, statistics reveal men were involved in 6.1 million car accidents while women were involved in 4.4 million.&lt;/p&gt;
&lt;p&gt;Male drivers outnumber females 3 to 1 for DUI violations, according to the study.&lt;/p&gt;

"It's almost scary how bad the average American man is at driving," 4autoinsurancequote CEO James Shaffer said. "Blame it on whatever you want &amp;mdash; high testosterone, higher propensity to take risks, or higher levels of aggression, but the fact remains &amp;mdash; men simply make too many mistakes behind the wheel."&lt;/p&gt;
&lt;p&gt;The study "Women Are Bad Drivers &amp;mdash; Fact Or Fiction?" compares traffic violation, accident, and insurance price statistics between men and women.&lt;/p&gt;
&lt;p&gt;The study shows how traffic violations are higher for male drivers in almost every single category from reckless driving, failure to yield, seat belt violations, or speeding.&lt;/p&gt;
&lt;p&gt;The average six-month policy for a man costs $765 while it only costs $698 for women.&lt;/p&gt;
&lt;p&gt;The study confirms information that has long been known, said Pete Moraga, a spokesman with the Insurance Information Network of California. But he said that the gap between male and female driving habits is quickly closing.&lt;/p&gt;

&lt;p&gt;Get your vehicle winter-ready with a maintenance check-up. Don&amp;rsquo;t wait for winter to have your battery, belts, hoses, radiator, oil, lights, brakes, tires, exhaust system, heater/defroster, wipers, and ignition system checked. &lt;/p&gt;
&lt;p&gt;Make sure your vehicle is mechanically ready for the rigours of winter. Keep your fuel tank sufficiently full &amp;mdash; at least half a tank is recommended.&lt;/p&gt;
&lt;p&gt;Make sure you have sufficient windshield washer fluid in the reservoir that is rated a minimum of -40&amp;deg;C temperature range. Keep an extra jug in the vehicle. &lt;/p&gt;
&lt;p&gt;Clear snow and ice from all windows, lights, mirrors, and the roof. After starting your vehicle, wait for the fog to clear from the interior of the windows so you will have good visibility all around. &lt;/p&gt;
&lt;p&gt;Have your tires checked before winter begins. Remember to check tire air pressure frequently, as it decreases in cold weather. &lt;/p&gt;
&lt;p&gt;The condition of your vehicle&amp;rsquo;s tires is important. Worn or damaged tires can hamper your ability to drive safely. It is best to replace tires before the tread depth is the regulatory minimum of 1.5 mm.* Studies indicate that a 3mm deep tread can stop a vehicle on wet pavement in a 25% shorter distance than a tire with 1.5mm deep tread. Drivers should check the manufacturer&amp;rsquo;s wear indicator mark on tires to see if they need replacing. All tires have tread wear indicators, which are small bars of rubber found between the tread blocks of a tire. When the tread is worn flush with the tread wear indicators, the tire has reached its wear limit and must be replaced as it no longer provides sufficient traction in the rain or snow. ** &lt;/p&gt;
&lt;p&gt;Regular or "all-season" tires, including wide and high-performance tires, may be adequate in some areas; but may not be suitable for driving in the snowbelt regions of southern Ontario and throughout the north. If you live and drive in these areas, consider using winter tires. They improve driving safety by providing better traction, braking and handling during frost, snow, slush, and particularly under icy conditions. Installing four winter tires provides greater control and stability. Never mix tires of different tread, size and construction. Also, consider adding traction control and stability control options when purchasing your next vehicle. &lt;/p&gt;

&lt;p&gt;1. Drive slowly. Leave early to avoid speeding, especially when conditions are hazardous. When there is snow and ice on the road, traction is reduced and so should the speed of a car. If the weather is exceedingly dangerous, save unnecessary trips for when conditions improve. The best way to prevent an accident and keep automobile insurance rates low is to avoid driving when unneeded.&lt;/p&gt;
&lt;p&gt;2. Increase the follow distance. A three second follow distance from the car ahead should be followed in normal conditions. When roads are slippery or at nighttime, this time should be increased to at least five seconds. Rear-ending someone will be an at-fault accident and will likely increase the policy.&lt;/p&gt;
&lt;p&gt;3. Use brakes effectively. If brakes are slammed on quickly, the car will usually spin out of control. Drivers should anticipate slowdowns and gently apply pressure. Most cars today have anti-lock brakes that should not be pumped but should have consistent pressure applied.&lt;/p&gt;
&lt;p&gt;4. Be aware of where ice forms. This is usually on overpasses, bridges, intersections and shady areas. Slow down and remain alert. If the car hits a patch of black ice, remove pressure from the gas pedal and do not brake. Do not overcompensate with the steering wheel; rather, make small and slow adjustments. When the car regains traction, reduce speed and stay alert.&lt;/p&gt;
&lt;p&gt;5. Do not rely too heavily on technology. &lt;p&gt;The Fraser Institute, a right-leaning think-tank, found that the average auto-insurance premium in British Columbia was $1,113 in 2009 &amp;mdash; the most recent year for which data are available &amp;mdash; $1,049 in Saskatchewan, and $1,027 in Manitoba.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Ontario had the highest average premium at $1,281, while the lowest average premium, $642, was found in Quebec.&lt;/p&gt;
&lt;p&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The Fraser Institute chalked up the high Ontario premiums to a combination of high levels of insurance fraud driving up claims costs, rate-setting regulations and mandatory minimum liability and accident-benefits laws.&lt;/p&gt;

&lt;p class="inside-copy"&gt;That's according to an industry group that estimates 13.8% of motorists are uninsured, a number that has climbed during the economic downturn as many financially-pressed Americans allowed their insurance to lapse.&lt;/p&gt;
&lt;p class="inside-copy"&gt;"Over the last 20 years, uninsured motorists and the unemployment rate have tracked fairly closely," says David Corum, vice president of the Insurance Research Council, a non-profit supported by insurers.&lt;/p&gt;
&lt;p class="inside-copy"&gt;Insured drivers pay a hefty price for fellow motorists who have no policies &amp;mdash; $10.8 billion in 2007, according to the most recent data from the National Association of Insurance Commissioners.&lt;/p&gt;
&lt;p class="inside-copy"&gt;"Most of the people that do have insurance have coverage that includes uninsured motorist coverage &amp;hellip; to protect them (if) they're injured in an accident caused by another motorist who does not have insurance," Corum says.&lt;/p&gt;
&lt;p class="inside-copy"&gt;Automobile insurance is compulsory in every state except New Hampshire, says Loretta Worters, vice president of the Insurance Information Institute&amp;mdash; but that doesn't deter scofflaws.&lt;/p&gt;
&lt;p class="inside-copy"&gt;"Laws in most states have proven ineffective in reducing the numbers of drivers who are uninsured," Worters says. "Some drivers can't afford insurance, and some drivers with surcharges for accidents or serious traffic violations don't want to pay the high premiums that result from a poor driving record. It is costly to track down violators of compulsory insurance laws, and unless the odds of getting caught are high and the penalties severe, drivers will continue to flout the law."&lt;/p&gt;
&lt;p class="inside-copy"&gt;The rate of uninsured motorists varies widely &amp;mdash; from 4% in Massachusetts to 28% in Mississippi, according to the IRC.&lt;/p&gt;
&lt;p class="inside-copy"&gt;In Massachusetts, drivers must show proof of insurance before they can register a vehicle. Insurance commissioner Joseph Murphy attributes his state's low rate of uninsured motorists largely to that requirement. About half the states have a similar requirement, according to the Insurance Information Institute.&lt;/p&gt;
&lt;p class="inside-copy"&gt;Mississippi, however, has no way for police to determine whether a driver has coverage, says insurance commissioner Mike Chaney. He says he worries about privacy and entrapment if data are misused, and his state doesn't require proof of insurance. &lt;p&gt;Homeowners have until July 22 to get pre-screened for a new, &lt;a href="http://portal.hud.gov/hudportal/HUD?src=/program_offices/housing/sfh/hcc/ehlp/ehlphome" title="http://portal.hud.gov/hudportal/HUD?src=/program_offices/housing/sfh/hcc/ehlp/ehlphome"&gt;interest-free government loan&lt;/a&gt; intended to help delinquent homeowners stave off foreclosure. In fact, for those who play by the rules, the loan isn't really a loan -- it's a gift.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;No reason is offered for the short deadline, only that the next four weeks are for "pre-screening" applicants. After that, presumably, selected homeowners will be allowed to apply.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;The $1 billion in aid -- money provided in the &lt;a href="http://www.treasury.gov/initiatives/Documents/Fact%20Sheet%20-%20Top%2010%20Things%20You%20Should%20Know%20About%20the%20Dodd-Frank%20Wall%20Street%20Reform%20and%20Consumer%20Protection%20Act.pdf.p" title="http://www.treasury.gov/initiatives/Documents/Fact%20Sheet%20-%20Top%2010%20Things%20You%20Should%20Know%20About%20the%20Dodd-Frank%20Wall%20Street%20Reform%20and%20Consumer%20Protection%20Act.pdf.p"&gt;Dodd-Frank Wall Street Reform and Consumer Protection Act&lt;/a&gt; (.pdf file) -- was announced this week. &lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;"The program, known as the Emergency Homeowners' Loan Program, is expected to help up to 30,000 distressed borrowers, according to HUD," says &lt;a href="http://www.washingtonpost.com/business/economy/hud-program-to-aid-distressed-borrowers/2011/06/20/AGxdjYdH_story.html" title="http://www.washingtonpost.com/business/economy/hud-program-to-aid-distressed-borrowers/2011/06/20/AGxdjYdH_story.html"&gt;The Washington Post&lt;/a&gt;.&lt;/p&gt;

&lt;p&gt;That's about $34,000 apiece, on average. Sounds great, but of course there are plenty of caveats and qualifications.&lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;&lt;b&gt;Who's eligible?&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;Apply if:&lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;You're (involuntarily) unemployed or underemployed after losing a job or because of a serious medical condition. &lt;/li&gt;
    &lt;li&gt;You're at least 90 days delinquent on your mortgage payments on your primary home. &lt;/li&gt;
    &lt;li&gt;You've received a notice of foreclosure. &lt;/li&gt;
    &lt;li&gt;Your income has dropped by at least 15%. &lt;/li&gt;
    &lt;li&gt;You're likely to be able to resume home payments within two years. &lt;/li&gt;
    &lt;li&gt;You meet the income eligibility criteria. Roughly, that's if your household income in 2009 was at or below $75,000 a year or 120% of the &lt;a href="https://www.efanniemae.com/sf/refmaterials/hudmedinc/" title="https://www.efanniemae.com/sf/refmaterials/hudmedinc/"&gt;area median income&lt;/a&gt; for a household size of four.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;&lt;b&gt;These loans can become gifts&lt;/b&gt;&lt;/p&gt;
&lt;p&gt;These "bridge loans" of up to $50,000 are "&lt;a href="http://portal.hud.gov/hudportal/HUD?src=/program_offices/housing/sfh/hcc/ehlp/how" title="http://portal.hud.gov/hudportal/HUD?src=/program_offices/housing/sfh/hcc/ehlp/how"&gt;forgivable&lt;/a&gt;," says HUD. They appear to be carefully constructed to reduce the incentive for &lt;a href="http://www.bing.com/search?q=underwater+mortgage&amp;amp;go=&amp;amp;qs=n&amp;amp;sk=&amp;amp;sc=8-19&amp;amp;form=MSMONY" title="http://www.bing.com/search?q=underwater+mortgage&amp;amp;go=&amp;amp;qs=n&amp;amp;sk=&amp;amp;sc=8-19&amp;amp;form=MSMONY"&gt;underwater homeowners&lt;/a&gt; to &lt;a href="http://money.msn.com/home-loans/are-you-foolish-to-pay-your-mortgage-weston.aspx" title="http://money.msn.com/home-loans/are-you-foolish-to-pay-your-mortgage-weston.aspx"&gt;walk away from their homes&lt;/a&gt;. &lt;/p&gt;
&lt;p&gt; &lt;/p&gt;
&lt;p&gt;Here's how the program works: &lt;/p&gt;
&lt;ul&gt;
    &lt;li&gt;Lucky approved homeowners will get one-time help to become current on overdue mortgage costs and make monthly (first lien) mortgage payments (including principal, interest, taxes, and insurance) for a maximum of two years or $50,000. &lt;/li&gt;
    &lt;li&gt;The loan becomes a junior lien against the borrower's home. No payments on the loan are due for five years if the borrower stays current on mortgage payments and meets other requirements. After that, the loan balance is reduced by 20% a year until nothing is owed and the junior lien is eliminated.&lt;/li&gt;
&lt;/ul&gt;
&lt;p&gt;The loans are available only in 32 states and Puerto Rico. Participating states: Alaska, Arkansas, Colorado, Connecticut, Delaware, Hawaii, Idaho, Iowa, Kansas, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Mexico, New York, North Dakota, Oklahoma, Pennsylvania, South Dakota, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wisconsin and Wyoming.&lt;/p&gt;

&lt;p&gt;Drivers who bought a one-car, single-driver policy last year and had one violation in their driving history paid an average of 18 percent more for car insurance than drivers with no violations.&lt;/p&gt;
&lt;p&gt;The numbers get worse as your offenses pile up. Drivers with two violations paid 34 percent more for insurance, and drivers with three violations tacked on a whopping 53 percent to their insurance costs when compared to drivers who were violation-free.&lt;/p&gt;

    &lt;li&gt;Unsafe U-turn&lt;/li&gt;

&lt;/ul&gt;
&lt;p&gt;Soaring rates for multiple infractions do not surprise Robert Passmore, spokesperson for the Property Casualty Insurers Association of America, an industry trade group.&lt;/p&gt;
&lt;p&gt;He says insurers raise rates on repeat offenders to account for the higher risk of insuring such drivers.&lt;/p&gt;
&lt;p&gt;"It's a pattern of behavior," Passmore says. "If a person has one ticket in 10 years and someone else has three tickets in six months, you tell me [who is going to get the lower rate]."&lt;/p&gt;
&lt;p&gt;The news is especially bad for drivers age 65 and older. A separate analysis of nearly 400,000 rate quotes from 2010 found that quoted car insurance rates for drivers in the 65 and older age group jumped 57 percent after two violations when compared to drivers with no violations. The next closet age group &amp;ndash; drivers ages 55 to 64 &amp;ndash; saw a less damaging 47 percent rise in their quoted rate after two violations.&lt;/p&gt;
&lt;h3&gt;&lt;strong&gt;Lowering your car insurance rates&lt;/strong&gt;&lt;/h3&gt;
&lt;p&gt;Which violation hurts your rate the most?&lt;/p&gt;
&lt;p&gt;"Obviously, a DUI is going to be one of the worst" for rate increases, Passmore says. But he adds that each insurer calculates rates differently, so a specific type of violation may be priced higher by one insurer than by another.&lt;/p&gt;

            &lt;p&gt;&lt;em&gt;Replacement Values.&lt;/em&gt; &amp;nbsp;Check the type of replacement value provided in the policy. &lt;strong&gt;Actual cash value&lt;/strong&gt; (ACV) is the amount it would take to repair damage to a home or to replace its contents &lt;em&gt;after&lt;/em&gt; allowing for depreciation. &lt;strong&gt;Replacement cost&lt;/strong&gt; is the amount it would take to rebuild or replace a home and its contents with similar quality materials or goods, &lt;em&gt;without&lt;/em&gt; deducting for depreciation.             &lt;p&gt;&lt;em&gt;Liability Limits.&lt;/em&gt; &amp;nbsp;Liability insurance protects you from legal obligations arising from accidents involving visiting non-residents. With a few exceptions, such as auto or boating accidents, all-purpose liability coverage follows wherever you go. An umbrella policy can extend the liability limits of a homeowners or renter&amp;rsquo;s policy if the policy limit is insufficient.&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;Medical payments.&lt;/em&gt; &amp;nbsp;Homeowners and renter's polices typically include limited medical expense payments for injuries occurring on your premises to visiting non-residents. It may also cover medical expenses of another individual injured by you, a member of your family or a family pet while away from the home.&lt;br /&gt;
            &amp;nbsp;&lt;br /&gt;
            &lt;strong&gt;2. How much coverage do I need?&lt;/strong&gt;&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;Make a home inventory.&lt;/em&gt; &amp;nbsp;A home inventory is the best way to determine the appropriate level of coverage needed for contents. It is also a useful tool to have in case of a loss. When doing the home inventory, make sure to include as much detail as possible about the items. Click &lt;a href="http://www.naic.org/index_disaster_section.htm"&gt;here&lt;/a&gt; for a home inventory worksheet and tips to get started.&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;Do not over insure.&lt;/em&gt; &amp;nbsp;Homeowners do not need to insure the value of the land a home sits on, but coverage should include any outdoor structures on the property. For both homeowners and renters, concentrate on an accurate list of belongings and be sure liability limits are at a proper level.&lt;/p&gt;
            &lt;p&gt;&lt;strong&gt;3. What are my deductibles and discounts?&lt;/strong&gt;&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;Save money on homeowners or renter&amp;rsquo;s insurance.&lt;/em&gt; &amp;nbsp;Deductibles and discounts are generally the easiest places to save money on this type of policy. Most companies offer discounts for people who have more than one type of insurance policy with them, and for people who have had few claims or are long-term customers. When it comes to the deductible &amp;ndash; which is the amount you have to pay if there is a loss &amp;ndash; usually the higher it is, the lower the premium. It's normal to consider raising a deductible to save on premium, but remember, the bill will be that much more following a claim.&lt;/p&gt;
            &lt;p&gt;&lt;strong&gt;After reviewing the policy, call your agent or insurance company and ask these five questions:&lt;/strong&gt;&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;1. Is the coverage on my home and its contents adequate? Is it too much?&lt;/em&gt;&lt;/p&gt;
            &lt;p&gt;The home inventory will help this. If you have any special items like art, jewelry, memorabilia or collections (such as stamps or coins), mention that, too. These items may require special coverage. And, running a small business at home will affect the premium, so mention that.&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;2. Is my premium as low as I can expect it to be? Are there additional discounts available? Can /Should I raise my deductible? What about mitigating against damage from local threats?&lt;/em&gt;&lt;/p&gt;
            &lt;p&gt;Mitigation &amp;ndash; or taking steps to reduce a potential loss before it happens &amp;ndash; can help limit your home's exposure to certain local risks (such as wildfire or hurricane). Ask if there are risk mitigation programs and discounts available.&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;3. Are there any losses &amp;ndash; like flood or earthquake &amp;ndash; I need to worry about that are not covered in my current policy? &lt;/em&gt;&lt;/p&gt;
            &lt;p&gt;Neither flood nor earthquake are covered by a standard homeowners or renter&amp;rsquo;s policy. There are optional insurance policies for both disasters. Ask about available options or visit &lt;a href="http://www.floodsmart.gov/"&gt;www.Floodsmart.gov&lt;/a&gt; for details on flood insurance. &lt;/p&gt;
            &lt;p&gt;&lt;em&gt;4. Would my long-term financial health benefit from an umbrella policy?&lt;/em&gt;&lt;/p&gt;
            &lt;p&gt;An umbrella policy provides excess liability limits and possibly other additional coverages above a homeowners or renter's policy. For example, an umbrella policy can extend the liability to $1 million or more above the $250,000 limit of liability that might be in a basic homeowners policy. As your asset portfolio grows, your insurance company or agent may suggest an umbrella policy for better protection.&lt;/p&gt;
            &lt;p&gt;&lt;em&gt;5. Has anything changed in my coverage in the last year?&lt;/em&gt;&lt;/p&gt;
            &lt;p&gt;Insurers may change policy terms at renewal, but they must notify you first. Read all notices and information sent from the insurance company. When talking with the agent, ask if there are any anticipated changes when the policy renews.&lt;/p&gt;

&lt;p&gt;1. Drive slowly. Leave early to avoid speeding, especially when conditions are hazardous. When there is snow and ice on the road, traction is reduced and so should the speed of a car. If the weather is exceedingly dangerous, save unnecessary trips for when conditions improve. The best way to prevent an accident and keep automobile insurance rates low is to avoid driving when unneeded.&lt;/p&gt;
&lt;p&gt;2. Increase the follow distance. A three second follow distance from the car ahead should be followed in normal conditions. When roads are slippery or at nighttime, this time should be increased to at least five seconds. Rear-ending someone will be an at-fault accident and will likely increase the policy.&lt;/p&gt;
&lt;p&gt;3. Use brakes effectively. If brakes are slammed on quickly, the car will usually spin out of control. Drivers should anticipate slowdowns and gently apply pressure. Most cars today have anti-lock brakes that should not be pumped but should have consistent pressure applied.&lt;/p&gt;
&lt;p&gt;4. Be aware of where ice forms. This is usually on overpasses, bridges, intersections and shady areas. Slow down and remain alert. If the car hits a patch of black ice, remove pressure from the gas pedal and do not brake. Do not overcompensate with the steering wheel; rather, make small and slow adjustments. When the car regains traction, reduce speed and stay alert.&lt;/p&gt;
&lt;p&gt;5. Do not rely too heavily on technology.
